Vista - File Security Issuse

under poperties/security then groups or user names New groups and names keep
getting created and permissions are being altered caused me tons of problems
when trying to download/install/or even use my computer. this morning
everything was fine i had the groups/names of System/Administrator/Users with
system and admin having full control. all of a sudden i was unable to do
anything again. i keep getting the message the directory name is invalid when
trying to open programs i was just able to open. under Security and groups
again now i have the names Creator
Owner/System/Administrator/Users/TrustedInstaller. now creator owner / system
/ adman has no boxes checked except a special permission. user has read and
execute, list folder contents, read, and trusted installer has list folder
and a special permission. i have installed vista 2 times in the last 2 weeks
and this problem has accured each time after a clean install. i had a blue
screen crash the other day and that fixed the problem for 2 days then it came
back.

ok after doing some more searching ive found out why im not being able to
access anything. for some reason the UAC is causing all of this, but why even
after i turn it off it keeps getting turned back on without me doing it.
