It looks like you are correct, it needs a 2/3rd's Majority to Pass Without
Being Amended, and most of the GOP (Republican's) House Member's are Opposed
to the Bill, Just FYI.

Nearly two dozen governors asked Congress to hold hearings and investigate
the recent surge in gasoline prices. The Connecticut congressional
delegation requested the Government Accountability Office (GAO) to
investigate. Congress held hearings and legislators proposed price gouging
legislation. The House voted to give the government permission to sue OPEC
over its production quotas, arguing that the cartel uses them to set the
price of oil.

But with gas prices at record highs, is there anything that the government
can do to help lower the cost of gasoline?

What if the government were to standardize the types of gasoline refined in
the United States?

Michelle Foss, chief energy economist at the bureau of Economic Geology at
the University of Texas in Austin, said this could lower prices. "If
everyone had the same rules in place, it would lower the cost of correcting
imbalances and make it easier for suppliers to adjust because demand is not
the same in all parts of U.S."

"It would help," agreed Severin Borenstein, director of the University of
California Energy, "but it would not fundamentally change it. It would
reduce localized extreme priced spikes. But overall increases nationally
would not be changed." He added that if the nation decided to go for lower
standards and allow for dirtier gasoline, then prices might drop further.

Jerry Taylor, a senior fellow who studies energy policy at the CATO
Institute, also said this could lower prices, but added, "Multiplicity of
blends is not the reason why we've got high gasoline prices today. It is a
very modest factor in terms of price." He also said that certain states and
cities have specialized fuels for specific reasons, such as improving air
quality.

Do not write anyone regarding the this bill. Just FYI. We must have
protection with gas price gouging. Just FYI. Kevin makes enough money
working for the Postal Service and other retail organizations that he an
affrord any price for gas so he doesn't care. Just FYI.

The Fact Is That There Is No Price Gouging Going On Right Now, Oil
Refineries Are Performing Required Governmental Mandated Maintenance On
Approximately 50# of their Refineries right now, Iran's Leader (forgot his
name) and Hugo Chavez have threatened to cut off our Oil Supplies if we
continue to insist that Iran Obey United Nation's Resolution's and Not
Enrich Uranium in order to create Nuclear Weapon's which would only serve
one purpose: To Threaten Israel and Our Other Allies in The Middle East,
Just FYI. Not to mention the fact that the last time we opened up a New
Refinery was when President Ronald Regan was still in Power, no thanks to
Democrat Opposition we have not opened up a new Oil Refinery or Nuclear
Power Plant in the Last 20 Year's, Just FYI. Get Your Fact's Straight

P.S. President Bush today has already threatened to Veto the Bill when it
reaches his desk, a threat that we can now take seriously, now that he
recently Pulled Out His Veto Pen on the Iraq Surrender Bill (witch the
Congress Failed to get the 2/3rd Majority to Override the Veto, hopefully we
can start Bombing Iran sometime soon, in order to Protect Iraq and Israel
from Iran's Nuclear Weapon's), Just FYI.
