as anyone found a fix to resolve this issue?
i am at loss here...
and when i turn of UAC, it still doesn't work!!

You receive a "Microsoft <Program_name> has not been installed for the current user" error message when you try to start an Office 2003 program or an Office XP program for the first time:

Note that in Windows Vista, the All Users folder is located at "C:\ProgramData"

I'm sad to say that this very annoying problem wasn't fixed with the
stated solution.

I've deleted the Opa12.dat file, and still cannot run my office
applications, except if i choose "Run as administrator", so what then? I
have Vista x64 premium and office 2007 - help would be greatly
appreciated...

opa12.dat belongs with the Exchange Server and has nothing to do with Vista. Post your issue to the Exchange newsgroups

First of all, it seems to me if there where several circumstances to show up the described problem.
My problem ends up with the dialog "<application> has not been installed for the current user. ...", but at heart it was a malconfiguration of the msi component registry. Some permission where set to admin only, which explains why the program can only be executed by an admin. At least the following keys are affected:

I reset all components rights to be inherited from parent key with this little nifty tool: setacl.exe. You can find it at SetACL - Windows permission management for free.
This command line resets all subkeys of "HKLM\Software\Microsoft\Windows\CurrentVersion\Installer\UserData\S-1-5-18\Components" to inherit parent permissions. You have to execute it as admin.

setacl -ot reg -on "HKLM\Software\Microsoft\Windows\CurrentVersion\Installer\UserData\S-1-5-18\Components" -actn setprot -op "dacl:np;sacl:nc" -rec yes

Thats it. Now the office programs run without admin rights.

Thanks a lot!

I had already tried everything: Repairing the Office 2007 installation, removing it and reinstalling, changing file permissions, ... but to no avail.

Therefore I had my doubts about your easy solution - but it worked like a charm.

This has been driving me out of my mind. I think what caused it for
me was installing the latest version of the Windows Installer Cleanup
Utility. My Office has never worked since.
