I was unable to connect my Vista and XP home machines, until I ENABLED
password protection on both machines. Using the same login and password,
communication between them worked immediately.

Yes, this is required. Well, you don't have to use the same login and
password on both, but they do need an account and password to work.

Blank Passwords Policy

I had the same problem. With a little probing (whaddaya know, windows vista help actualy....helped)

Get to your run command and type MMC.exe.
Click File - open
go to Windows/system32/secpol.msc
set 'Local Policies/Security Options/Accounts: Limit local account use of blank passwords to console logon only' to diabled.

should fix yer problem.
