Can't open "Date and Time" to change!

After the installing the last Vista update I performed a reset. After
booting up and logging back in I noticed the Date and Time had been changed
to December 1, 2006, 12:00am.

I right clicked on the time and selected "Adjust Date/Time", nothing happens.

I go to the Control Panel and click on the "Date and Time" icon. i see the
date and time window flash for a second and then close. i can't change my
time back!

Anyone know how to resolve this so I can adjust the clock back?

This is causing all kinds of problems including not being able to access
Windows Updates and other programs and web pages because the clock is off.

I just ran the System File Checker and it found hash
mismatch's on a bunch of timedate.cpl.mui files. how do I fix this?
