During rating in Vista

When I try to run the rating service in Windows Vista, crash and show
"Windows System Assessment Tool has stopped working", below is the error
detail, any solution?

How do i rate, this should ask Microsoft, I used thier rating system in
system properties, if not why I say is the Windows System Assessment Tool
crash?
