As you say that hibernate can be enabled I am assuming, maybe prematurely,
that at some point you turned hibernation off. On my machine I have turned
hibernation off and my advanced power settings read the same as yours. Maybe
your machine doesn't support hybrid sleep? If I turn hibernation back on, on
my machine, then the options you refer to are available, so I would suggest
you try turning hibernation back on first to see if this changes the
situation. Open command prompt in elevated mode (i.e., run as administrator
by right clicking the command prompt and the clicking the 'run as
administrator' option.) once in the elevated command prompt type:
'powercfg -H on' (without the quotes) and then press Enter. Now check to see
if the advanced power options are available to you.
