Vista - If I am logged in as administrator why don't programs run as administrator vista?

If I am logged in as administrator why don't programs run as administrator?

I am editing files on my C: drive - html stationary used in Outlook, various
other program defaults, etc.

When I click on a file and "open with notepad" I cannot save the file. I
must save it to another location then move it back into that folder - EVEN
IF I AM THE OWNER OF THAT FOLDER!!!

This is absurd!

Is there any way around this?

Only way around this is to turn of UAC, but I don't suggest it. I don't
think I can fully explain UAC in this short a space (and most don't want to
read about it anyway), but it is an important part of the new security in
Windows Vista.

As for the problem with notepad, that only happens in certain protected
folders that need administrative privileges to write to.

Even when in an account with admin privileges you are still only running as
a Standard user. Activities that admin rights will request elevation. Here

I understand UAC, however when I using notepad to edit files, and I have
full control over a directory, it should allow me to save that file. Saving
it somewhere else and moving it is just stupid. Otherwise I have to find a
way to have the open with Notepad be an administrator version of notepad.

Just frustrated. UAC IS making life frustrating.

Many of the folders on C are "super protected" - I think virtually
everything in program files, and you simply cannot save over a file no
matter what. I have had to save to the desktop, then drag and drop over the
file to replace it. It is frustrating, I can see protecting the windows
folders but I don't see why I have to jump through hoops just because I am
making a change to an applications folder.

Another thing to try is to launch notepad from an elevated command prompt.
That gives notepad elevated privileges.
