Vista - Vista OEM legal requirements

I want to upgrade my PC, and along with it, I'd like to buy the new Windows
Vista. I'da also like it to be an OEM version, since it's cheaper. The
question is - how much do I have to upgrade for it to count as a new PC? If I
buy just a motherboard+CPU+RAM+VGA, is it enough for a Vista OEM to be sold
along with it? Or must I also buy a hard drive, DVD-ROM and a case with PSU?

I think the spirit of the EULA suggests a motherboard as a minimum, but it
has never been tested in a court of law AFAIK.

If you have any doubts, get a retail version and get the rights you want;
otherwise good luck.

Motherboard, cpu, ram and a hard drive are the requirements for Vista
OEM generic. You'd be better off buying a Retail upgrade. You can clean
install a Retail Upgrade.

Alias, unless newegg is wrong, the components are not a requirement for
purchasing an oem version of vista. They are a requirement for an oem
version of xp.

Notice the difference in the disclaimers for each. Only the xp oem has
the following disclaimer:
Disclaimer: Qualifying proof of purchase must be recent receipts showing
the purchase of a mother board, hard drive, RAM and a CPU. The
components can be on multiple receipts; not necessarily all on one
receipt nor on the same receipt as the qualifying Windows XP/Office 2003
that you purchased.
I made the oem vista purchase within the past 2 months without a
hardware purchase.

On a rereading I can't see any reference to tied hardware except the phrase
"installed device", which would imply HD or maybe at a push RAM.

Echoing others, a retail is always much better, though IIrc all OEM's are clean installs.

Really? I wasn't aware of that with Vista. I thought you had to have
your upgrade OS pre installed in order to use the upgrade.
