I tried X-Setup Pro 6.6 (the last free edition from the company) and it
actually works with Vista.

You may need to do some searches on the net to get the installer.

PS: I only tested the part to disable/enable auto start options but nothing
else fancy and that was several months ago.

tweakvi is basically worthless.
for starters it plays on the EXCELLENT NAME of TweakUI to try to get people to use it.

nothing in the free version that is not already available in vista. have to pay to get anything possible worthwhile.

and the author has a bad attitude.
