Cannot create new account. Help!

As administrator, I have attempted many times to create a new, standard
account within the user accounts/manage accounts/create new account screens.
I type in the account name and click OK. Nothing happens. The "new" account
does not show in the list of accounts of the manage accounts screen or in
Start. Any suggestions?

Something wrong here, there should not be any OK button on that screen.
Also did you get a request for permission on the way to this screen?

I think that this is the same problem that I am having.
I am the sole user on a stsndalone PC running Vista Home Premium
I can "create" a new User via the Control Panel \ User Accounts\Manage User
Accounts|Add New Account. The account appears to have been created; I can
give it a password and assign a picture. It features on the Log On screen,
but will not load. The User Profile Service denies access.

When I then look in Windows Explorer under C:\Users there is no new account
created..only the original one (me).

The same thing occurs if I try to turn on Guest Account..it cannot log on
and does not seem to exist.
Please help
