DHCP Can not assign ip address

Hello

when i connect my computer to network with win 2003 dhcp , DHCP Can not
assign IP address. if i type ipconfig /renew on command prompt following
error display:

an error occurred while renewing interface Local Area Connection 4 : Access
is denied.

Did you run that command from an elevated Command Prompt? To open an elevated Command Prompt, click Start, click All Programs, click Accessories, right-click Command Prompt, and then click Run as administrator.
