File Permissions: Blue Filled READ ONLY means?

I'm having a struggle with file permissions. I have folders in the program
files that seem to not allow me (admin priv) to change their permission
settings. Please, why can't I change them? And what does a blue filled
permission box mean?

Are you using the security tab?

If you are referring to the green square in the read-only attribute
checkbox, this is the expected behavior when viewing a folder's
properties. The checkbox does not apply to the folder itself; the square
means "indeterminate", or in this case, "does not apply to folders".

You can use this checkbox to set or clear the attribute for all files in
that folder.
