Allowing prgrams to run at startup

I have scansoft, which includes the software "SSBkgdupdate" and when I turn
on my puter it always requires permission...a window pops up "asking whether
to allow the program or not. I know similar questions have been asked but...
When I check my Startup programs this item is "Permitted", but I still have
to "ALLOW" it...can I not change the setting to allow it without "ALLOW"ing
it?
