Windows Vista won't save settings or favorites on power down

I recentlly just added Vista Home Premium, and when I power down the machine,
I lose any favorites I added to IE, as well as settings I have made to my
Razr Mouse. It even changed my background.

Has anyone seen this or heard anything like this? I want to like Vista, but
this is crazy if I have to update this everytime.

I also use Windows Care if that means anything.

I would shut down W.care and try again.
