The best ones I have found are from AT&T. I am from the UK, so I find
Audrey to be the best of their voices. Charles is also great, and very
funny. All their voices are much more realistic than anything else I have
found.

Best price?
Best for a visually impaired user?
Best sounding voice?
Best accuracy in pronunciation?

I found something by NeoSpeech, and it sounds good for my application.

I personally think that Loquendo delivers the best solutions (http://
www.loquendo.com). They put a lot of attention to localization (even
handling French-Canadian, Chinese, Polish, etc). I would rank as
second best RealSpeak from Nuance. I personally think that AT&T are
pretty bad.

You can tgo to the http://microsoft.com/enable site and seach for
technologies. GWMicro, Freedom Scientific, Dolphin, Claro and others provide
TTS products.
