Vista - Driver Blocked Determenistic Networks VPN

On startup (Vista Basic) I am getting the message "Driver blocked due to
incompatibility"

When I click to see more details I get the following "Driver - Determenistic
Networks VPN publisher deteremenistic networks incompatible with the version
on windows you are upgrading to"

In device manager all my networking devices keep getting disabled and I have
to keep reinstalling them.

I am not trying to upgrade to any version of windows.

Anyone any idea whats going on?
