Error 403: Forbidden in Internet Explorer

Hello,

I just purchased a new computer with Windows Vista Premium. I have a
Netgear router which appears to be functioning properly. The Admin has no
problem accessing the internet. When other users attempt to access the
internet they recieve the 'Access Denied: Error Message 403: Forbidden'
message. What do I need to do to correct this?

No, there is one computer with multiply accounts. The Admin account has no
problem accessing the internet. Unfortunately, no other accounts have access
to the internet even though Network and Sharing, shows that there is no
problem.
