Central Store for Vista

we have (2) x64 2003 servers . 1 is a domain controller. Vista Clients need
group policy applied. i researched and found the following>
1) group Policy Mgt tool (with vista addons) not available for x64 DC's
2) must use a admin workstation(vista) to work with GPO. vista does not
write to Domain Contollers , but stores this info in the
c:\windows\PolicyDefintion folder.
3) create a store(folder... PolicyDefiintions) under the
SYSVOL\"Domain"\Policy\
(you get idea)
4) Vista computers will pick up the info they need for folder redirection
,etc from this "central store"

HERE is my issue..
only the admin workstaion picks up the folder redirection..
none of the other Vista computers ( joined to domain) apply the folder
redirection..

any help on this ??? is anyone else have this issue?
