saving issues

It will not let me save anything. Whether its word, paint, or notepad. I am
using an administrator account if that helps.

anywhere, whether it's desktop, my documents, or my pictures. It'll will say
that "so and so does not have permission. Would you like to save here
instead?". I click okay and try to save again, but the same message keeps
appearing.

Just to set things straight, you aren't trying to save to a folder called
"My Pictures", or "My Documents" are you? I suspect you are chosing the
wrong path to save. Save to C:\Users\Dale\Documents instead. "My Pictures",
"My Documents", "Documents and Settings" do no really exist. They are
junctions, only there for application compatibility.
