How to enable horizontal scroll bar in folders pane in windows explorer?

as you know In vista when the mouse move the folders pane bounces to left or
right and there is no horizontal scroll bar by default. IMHO this behavior
is annoying (everything bounces under the mouse so makes working with
folders more difficult)

Question:

How can I enable (make visible) the horizontal scroll bar in folders pane?
