I suppose there are many reasons why the update fails. I can only address
the failure on my computer and the corrective action taken.

After installing .NET Framework 1.1 and later 2.0, I uninstalled version
1.0. I noticed that a directory named c:\windows\Microsoft
net\framework\V1.0.3705 was still present so I manually deleted it. No
adverse effects observed. When I tried to install the latest V 1.1 update,
the update failed. I compared 2 systems, one which applied the update
correctly and another which did not and noticed the named directory had not
been deleted on the system that successfully applied the update. I copied
the directory to the failing system and the update installed.

Admittedly, this failure occurred on an XP system but the directory
structure for Vista appears to be the same.
