Is it possible to change windows icon font colour?

Is it possible to change the colour of the font that appears on the start
menu and the desktop and if so how do I do it?

Hi T5,

Not natively, it's hard-coded, but as third-party shell editors for Vista
become available one of them may include this functionality.
