Side bar background color

How do I change the background of the side bar? It used to be transparent
and now it's white. I want it transparent again.

My System SpecsSystem Spec

Thanks for the info, but I can't rename the settings.ini file. I'm logged on
as administrator but still won't allow me to rename the file.

Strange, try turning off UAC (account control), you'll need to restart the
computer.

Control Panel > User Accounts

Did that and still can't rename the .ini file. Says I need permission.
