Vista - command prompt access denied

i have tried the help here for the error code 80073712 but the command prompt
when i write in the code and write in yes it says access denied (not when i
open it but when i confirm the action that i was told to give in command
prompt) how can i get allowed acess? and i AM the administrator

Right-click the Command Prompt shortcut, and then click Run as
administrator.

m yeah well uh not that this has 2 do with this subject anymore but now that
ive followed the instructions here perfectly (
http://support.microsoft.com/kb/931712/en-us ) i clicked yes and it said
this Error: The system was unable to find the specified registry key or
value
my computer is not getting any better with windows help -.- does anyone
know if THIS is an issue i can solve?
