Vista - How do I turn OFF security warnings?????????

How do I turn OFF security warnings?????????

I have my system set the way I want it. Vista INSISTS on warning me EVERY
time I open IE7 that I am at risk and must click home to proceed. Then
continues popping up a message with EVERY window change.

I tried clicking " Don't warn me and don't display the icon" in the Security
Center and it DOES NOT WORK!!!

I am getting frustrated - please help!
