Mouse pointer does not "Snap To"

In setting up my mouse pointer, I selected the Snap To function, which sends
the pointer to a "default" position like OK, for example. However, the mouse
pointer is not going to these default positions, but rather goes to some
other highlighted area in the window. Any ideas what's going on? How do we
fix this?
