Vista - Services not working?

I am having real problems with Windows update with one update stuck and I
cannot work out what it is

Windows Vista Home Premium from Dell oem

I cannot do a backup, restore, MMC and print spooling are not working.

Cannot create a restore point and will not configure 1 of 1 update when
restarting -

Problem has been there for two weeks at least - running out of ideas other
than a full rebuild!

Also have this in Problem Reporting....
