Vista - PROBLEM WITH THE ICONS - WINDOWS VISTA ULTIMATE

I'm having the same problem in two different machines, with Vista Ultimate.

The problem is that sometimes, the links inside Windows Vista (to open other
windows) and the icons of the installed programs dont work.

Is not about the program be installed or not, no, the programs are
installed, are the icons, simply dont work sometimes.

For example...

If you go to the start menu, there you will see a list of big icons showing
the recent used programs. Sometimes, this icons, dont work. Why? I dont know.
You can click all the day, that the program dont run.

But if you go to the start menu... All programs... and then you go to the
folder of the program, then yes, in that place you can click on the icon and
works.

Why? I dont know but is very strange.

Othe thing is that the links are broken sometimes... for example... if I go
to Control Panel, System... and then I want in the left (in Tasks) to go to
the hardware administrator, if I click on that link... dont work, is like if
it was broken.

Why is this happening? Is happening the same if two different machines, with
Vista Ultimate.

What solution have this??
