Changing system language in Windows Vista???

Hi all, I have a question for you.

I'm Italian, but I might have to buy a notebook in France, I don't care
about the different keyboard, but I do care about the language of the OS:
Windows Vista.

Unfortunately on the notebook I want to buy the version of Windows Vista is
Home Premium.

I'd like to know if it's possibile to turn the system language to English or
Italian without buying another version of Vista!
