If you are NOT running Ultimate, either fork over the money for Ultimate
or fork over the money for an English version of whatever edition of
vista you are using.
Yep, the ability to change the OS language is an Ultimate "Extra".

I thought I had found a solution with the LLP (local language packs) - these
are available free to any class of Vista user - alas this is a solution for
anyone looking for a language other than English!!

Unfortunately the local language program produces language interface packs
for communities who don't already have language packs available. As
mentioned above, if you have Vista Ultimate, you can purchase an English
language pack. If you have any other versions of Vista, you'll have to buy a
full English version.

Vista Ultimate would be the appropriate choice in this situation since it
includes all world wide language interfaces.
