I found my own solution, (not a fix) Go to: Windows Vista General Discussion, type in "solution control panel" I just posted a solution not a fix. I cannot access the Control Panel, Windows Explorer and other Windows applications, although I don't have problem with application not related directly to the OS (like Internet Explorer, Mail or third party's). MS Support only gave me the solution of installing all Vista again... very handy... I can't believe that such a widespread problem doesn't have more appropriate answer from the company.
