Hi IHS,
If you have Parental Controls set to not "Block File Downloads", then it is a Administrator permission issue. A Standard account can download files, but cannot install anything without giving a Administrator password permission for the UAC prompt. The download manager program must be trying to install the files for the on-line courses. The only way around this that I know of is to:
1. Give him a Administrator account.
or
2. Set the download manager program to "Run this program as an Administrator" with Compatibility Mode. You will then have to enter your password everytime he runs the program for it work. This tutorial will show you how to use Compatibility Mode.
