Go to Control Panel->System->Device Manager, and seek for hardware that
cause wizard start up (probably marked as unknown with !), after you found
that hardware click the right mouse button and choose disable, but the better
solution is to find correct driver for that device.

Re: how to prevent found new hardware wizard?

Actually it might play out more like this. You'll right-click the device
name and choose Properties. At the bottom of the General tab set device
usage to "Do not use (disable)". Otherwise if you set it to uninstall then
don't physically remove the device, Windows will just try to reinstall it
again. Which means the Found New Hardware wizard appears.
