Vista - Balanced or to High Performance - reduce the battery life

Balanced or to High Performance - reduce the battery life

If you change the power plan to Balanced or to High Performance, you may
reduce the battery life of the computer.

I am using High Performance settings for my battery but this appears. Why?
And is there any way to keep the battery at a low charge with the battery and
AC plugged in?
