HP DVD Writer 740p Can Not Start

Can you please confirm that your Device Manager shows no problems with your
HP DVD Writer 740b.

My HP DVD Writer 740b is not recognized by Windows Vista. My Device Manager
shows "This device can not start".

When I check for solutions to fix the problem, the following error occurs:

Description:
Windows was able to successfully install device driver software, but the
driver software encountered a problem when it tried to run. The problem code
is 10.
