A weather device needs com port 3, which used to exist but now does not.

There is no listing in Device Manager for port settings.

I am running Vista Ultimate 32 with NIS2009.

Can anyone please tell me how to find port settings to fix this problem?

Check in your BIOS and make sure that your COM ports are enabled and
properly configured (don't ask: Google is your friend).
