error code 39 on all device type: "Modems" & "Ports (COM & LPT)"

I have this error:

Windows cannot load the device driver for this hardware. The driver may be
corrupted or missing. (Code 39)

Click 'Check for solutions' to send data about this device to Microsoft and
to see if there is a solution available.

on all device in the categories: modems and Ports

i have vista sp2

i tried to uninstall the devices but with no gain

I also discovered that a non-plug and play device "Parvdm" is not working
with error code 24

This device is not present, is not working properly, or does not have all
its drivers installed. (Code 24)

Click 'Check for solutions' to send data about this device to Microsoft and
to see if there is a solution available.

When starting the parvdm device , it give an error " The system cannot the
device specified"

I tried to uninstall SP2 and also to use sytem restore but with also didn't
workout

So please if anyone could help resolve this issue
