Vista - USB no longer working

USB no longer working

When I first installed Vista Home Prenium, the USB portswere working fine.

However, recently, they stopped working, now even when I format my Hard
drive, my none of the USB Root hubs are worling, even in XP.

The Device Manager says that the USB is working fine and that it is updated.

Would installing a new Motherbourd fix this, or can I just buy a USB -PCI
card?

A USB PCI card is the easier and much cheaper way to go.
