Vista Modem Problem -- Much Too Slow

I just bought a new Dell computer with Vista pre-installed. Previously I
used AOL and used the pre-installed AOL here as well, but the modem is
dog-slow. It says it is connecting at 24k or faster, but it takes 30 minutes
to load a page. And that's if I don't get the AOL timeout errors, which
occur most of the time.

Thinking it was AOL, I tried to register with another dial-up ISP -- and
their pages took 30 minutes to load as well. I could not even register
because their pages would not load.

I desinstalled the modem driver and reinstalled it. I checked for an
updated driver but don't see one -- this one is dated 2004.

What else can I check? Broadband is not an option. Thanks in advance.

Please be more specific.
What modem are you using (make, model)?
Is it internal or external?
Your phone line might also be noisy, preventing higher connection speeds.
