all cd's don't work, but dvd's still work

i bought this new toshiba labtop with a Pioneer DVD-RW DVR-K17A ATA Device, 3
months ago. it worked good for the first two months. now it just doesn't read
cd's any more. when i try to play a cd it just kicks it back out. i don't get
any error codes. all it says is to insert a disk. i also tried to install a
webcam software too. it couldn't read that as well. seems like the only thing
that it's reading are dvd's. i tried method 1, but there were no
upperfilters. then i tried method 2, but there were no question marks by any
of the drivers. what should i do? should i just take it back where i bought
from? is this how windows vista is?

I have seen many Toshiba notebooks with this problem. The root cause seems
to be related to the head sensing device that will not allow the reading
laser to move far enough inward to read the Table Of Contents. Most of the
time, only certain CDs are affected though. Try a CD burned on another
computer and see if it can be read. Burned CDs seem to have the TOC a bit
further out on the disk.

i just tried three other cd's that were burned by another computer. still
nothing. what else could it be?
