DVD writer not being recognized by Vista

I used to have an IDE drive with XP, bought a SATA drive for Vista, but now
my IDE HP dvd640 isn't showing up in my Explorer. Bought a brand new
LGGSA-H62L SATA dvd drive and that too will not show up.

This is the message I am getting:

This device cannot start. (Code 10)

"Could not load drivers software"

Drem,

I suspect that you don't have a Serial ATA Controller installed for the SATA
DVD drive. Look in Device Manager, and note any yellow ! or any other
indications of a problem device. In Device Manager, try installing a driver
for the device.

The SATA controller should fall under the line entry for IDE ATA/ATAPI
Controllers. Make sure the DVD drive is connected so that Windows can detect
it. Sometimes rebooting forces Windows to detect the SATA drive and install
the drivers for it. You may need to try different approaches.

No yellow ! in the IDE ATA/ATAPI controllers, says the drivers are up to date.
