Monitor setup with each restart or shutdown

I am using a dell laptop as my desktop on a docking station with an external
monitor in connection with the Laptop monitor. The problem I have is that
whenever I shut down for the evening, when I boot up in the morning I have to
reconfigure my monitor set-up. Shouldn't this be saved as a preference in
the display settings?

yes it should.
try reinstalling the drivers for your video card, and set the power settings to high performance.
