Cool 'n' Quiet or stuck at 800Mhz

There are several threads here about AMD machines stuck at the lowest or
highest frequency, not powering up or down on demand.

I have the 2nd issue, always at full 2200 Mhz, never throttling down to 1000
as happens under Windows XP.

Others have machines always running at 1/2 speed, always at 800 Mhz.

I haven't solved it, but I did find something interesting at <a
href="http://www.silentpcreview.com/article300-page3.html">Silent PC
Review.</a>

They have an article on using AMD Turions for desktops (compared to Athlons)
and they remarked on, "...the default power state of the processors: The
Turion defaults to the lowest clock frequency and voltage, and with
PowerNow!, the clock jumps up when needed. The Athlon 64 defaults to the
highest clock frequency with Cool'n'Quiet dropping down the speed and voltage
when the processor is idling."

Again, I haven't solved the problem, but maybe it's a clue
