I was able to access it today, and discovered that my browser size had obscured the bottom of the options page. I reset all the options to real time (it was off). However, It has not made any difference in the operation either of Windows Defender or any of the other services malfunctioning on my computer presently. The program (Startup Cop 3, by PCMag) is still blocked, the icon showing it has blocked the program still appears, and there still is no way to prevent this apparent to me short of disabling or removing the program entirely, which I suppose I will do if there is no way to authorize it.
I remain unable to use Windows Search, Indexing, or to access Windows Features on the Programs page, or, as of this morning, to get the network server to start ("connection status unknown; server execution failed"), as I have been discussing in other messages on the general and performance forums. My internet connection is still working, however.
Is there any way to reinstall Windows Defender? When I try, it reports that WD is already part of Vista, and stops.

I have no problems in accessing the site with IE7 on Vista. If you continue to have problems, then you can use another browser like FireFox (free) or another computer.
You should look up what the Error code 501 means, use Google.
