Windows Vista Business 64 bit installation

I am a Microsoft Action Pack Subscriber and have a valid Windows Vista
Business disc; but there is no product key with the disc; I have tried both
my Windows XP 64 bit product key and Windows Vista Beta product key but they
pop up invalid. What product key do I use to activate the permanent license?
