Win32 help

My 32 bit OS is VISTA Home Basic - I am having .hlp files to be loaded on the
Vista.
I tried to update a service pack of KB917607-x86 but installation fails and
help does
not work.

Also for installation of Norton's antivirus, Vista requires a service pack of
Microsoft Visual C++ SP1 Redistributable Package (x86). On installation of
the same I get an error:
Microsoft.VC80.ATL,type=win32,version="8.050727762",
public key token="1fc8b3b9a1e18e3b",process Architecture="x86"

Can anybody help me on this.
