Bad Power Supply

Could a bad power supply cause one's tower not to boot up or have trouble
booting up ?

If the PS has failed entirely...when you push the power button...
absolutely nothing will happen.
Of course there are plent of other things that could be wrong.

More rarely...a powersupply will partially fail.
In that case...the machine may start to boot...then before the OS even
loads...
quickly re-boot...

Again there are plenty of other things that can do that too.

The power supply is an easy enough thing to substitute...
and when you pull it out of the machine...if it smells burnt or if you can
hard a capacitor rattling around inside...
it's bad allright!

Have you added additional hardware recently? If so, the current PSU could be
inadequate. To test, unplug all but essential peripherals, then boot. If the
problems go away, but reappear with all peripherals plugged in, you need a
"bigger" PSU.

Give us details about your hardware and current PSU to get better answers.
