After POST - the monitor loses goes to black - signal is still present and
the event sounds continue. Loading in safe mode - there is no monitor in the
hardware listing from where I can see, change, etc. any drivers.

Hi,
Does the Display Adapter exist? If not, then I would suspect that someone
either did the old "disable this device" bit. Have you tried using the scan
for hardware changes bit?

Windows is apparently sending a resolution to the monitor that it will not
accept over the interface you are using in Normal mode. Boot in safe mode
and change the resolution to one that you are sure your monitor will accept
such as its native resolution then reboot in normal mode again.
