Vista language packs

Can an English language interface pack be installed on a German version of
Vista Home Premium running on a laptop with a German keyboard ? Or must it be
Vista Ultimate to support Vista menus in both English and German ? After well
over an hour searching the Microsoft web site I cannot find a clear answer.
Thanks,

Re: Vista language packs

You cannot change languages in any version of Vista aside from Business and
Ultimate, sorry.

Re: Vista language packs

This was exactly my question as well. I discovered you can't change the base
language of the OS unless you have Ultimate or Business, but supposedly you
can get free Language Interface Packs that work with any version of Vista and
go on top of the base language. These appear, however, to be primarily for
languages for which there is no official version of Vista in that language.
My question though is, is there anywhere I could get an English Language
Interface Pack for a German version of Vista?
